Program 11 is a CMAS-approved communications and research partner, pre-qualified by the California Department of General Services.

That means California state and local agencies can partner with us directly — no new RFP, no extended procurement process, and full compliance with state purchasing requirements.

Why agencies choose Program 11

When priorities shift or public expectations change, agencies need to communicate with clarity, speed, and confidence. That’s where we come in.

Program 11 helps California agencies define and communicate their mission — to policymakers, partners, and the public. Our work combines strategic research, positioning, and message development to help teams align internally and communicate effectively externally.

Our services include:

  • Strategic positioning and message development

  • Research and audience insight (qualitative and quantitative)

  • Internal communications and leadership alignment

  • Public and stakeholder communications strategy

  • Campaign evaluation and impact measurement

All services are available through CMAS Contract # 4-25-09-1030, approved under Professional Services / Marketing and Communications. Because Program 11 is CMAS-approved, agencies can contract with us directly through a purchase order — no new RFP required

Trusted by California agencies

We’ve partnered with state and local teams across California to turn complex mandates into clear, human communication. Our work with the Commission for Behavioral Health helped the agency simplify a highly technical mission and build a more unified public message — aligning leadership, partners, and communities statewide.

How to work with us through CMAS

Partnering with Program 11 through CMAS is straightforward:

  1. Reference our CMAS Contract # 4-25-09-1030 when initiating your purchase request.

  2. Confirm your agency’s participation in the CMAS program. (Most state and local agencies already are.)

  3. Contact us to discuss your project scope and receive a quote or Statement of Work aligned with your purchasing authority.

Once the purchase order is approved, work can begin immediately — often within days, not months.

Why CMAS matters

The California Multiple Award Schedules (CMAS) program streamlines procurement by allowing state and local agencies to purchase from pre-qualified vendors who have already met state standards for pricing, compliance, and service quality. CMAS means less paperwork, faster contracting, and more confidence that public funds are being spent effectively.

Learn more about the CMAS program on the official California DGS website. You may notice that our CMAS record references another contract under “base schedule.” That base schedule is the pre-approved pricing and terms DGS used to qualify our CMAS contract — a standard part of the program.

Program 11 is the authorized CMAS contractor. We deliver our own communications and research services independently, under the same or better pricing and compliance standards approved by the Department of General Services.
